On the hill stands Hyeopjayeondae, an old stone beacon tower, and you can climb an iron staircase to the white lighthouse at the top of Bulgeun Oreum. 'Koji' is the Jeju dialect word for a cape. You can look around at any time with no entrance fee, and dogs on a leash can enter some areas.
